Published formula
Parcel-normalized building-permit activity 15%, renovation and improvement permits 20%, paired demolition/new-home replacement signal 30%, demolition permits 20%, open development applications 15%. The paired replacement component uses the lower citywide percentile of demolition and new-home permit rates, so greenfield construction alone does not read as infill.
Activity does not mean approval, completion, neighbourhood improvement, investment performance or suitability of any individual project.

This is a interpretive blend. The current ingredients include latest 12-month parcel-normalized building permits, renovation and improvement permits, paired demolition/new-home replacement signal, demolition permits, open development applications.
