Published formula

100% open-status Development Permit application records per 1,000 residential assessment parcels in the latest rolling 12-month application window, compared only among official boundaries with at least 50 residential parcels.

Open status includes published review, circulation, advertising, hold, pending, appeal, intake, waiting, application-received and new-status labels. A higher position means more open files relative to the parcel base; it does not establish approval, construction, timing, project impact, property value or investment performance.
